NEW DELHI: In a major relief to millions of patients, the National Pharmaceutical Pricing Authority (NPPA) has slashed and fixed the ceiling retail prices of 39 crucial drug formulations. The landmark order brings widely prescribed fixed-dose combinations (FDCs) for diabetes, hypertension, cardiovascular disorders, and several critical care medicines under direct price control. The notification, issued as S.O. 3709(E) by the Ministry of Chemicals and Fertilizers on July 8, 2026, aims to curb the arbitrary pricing of life-saving therapeutics.

Scope of the Price Control Order: The official mandate applies to a broad range of highly utilized multi-drug therapies in India:

Cardiovascular and Hypertension Drugs: Multiple combinations based on Telmisartan (partnered with Amlodipine, Bisoprolol, Chlorthalidone, Cilnidipine, and Metoprolol Succinate), alongside Nebivolol-Amlodipine and Olmesartan-Amlodipine formulations.
Type 2 Diabetes Therapies: Essential combinations featuring Sitagliptin, Metformin, Glimepiride, Empagliflozin, Dapagliflozin, and Voglibose, which simplify lifelong daily dosing for chronic patients.
Cardiac Secondary Prevention: Atorvastatin paired with Ezetimibe, and widely consumed triple-combination capsules of Aspirin, Atorvastatin, and Clopidogrel utilized after cardiac stroke events.
Specialized Critical Care: Notably, the critical clot-dissolving injection used in acute heart attacks, Tenecteplase (TNK-tPA), has its maximum cap set at ₹60,238.27 per vial. Similarly, the Darunavir-Ritonavir-Dolutegravir combikit for HIV treatment has been capped at ₹330.40 per kit. Cancer therapeutic formulations like Imatinib oral solution and glaucoma eye drops are also included under the framework.

Strict Regulatory Directives for Manufacturers: Fixed-dose combinations have become clinical staples for chronic management, but being relatively newer formulations, manufacturers enjoyed significant pricing freedom until now. By setting a hard price ceiling, pharma retail counters are legally prohibited from pricing above the government-notified rates.

The order outlines strict compliance parameters: drug manufacturers must register new launches under the IPDMS 2.0 portal within a month and submit formal price lists (Form-V) to the NPPA and State Drug Controllers. Goods and Services Tax (GST) can only be added to the ceiling retail price if it is actually paid by the company. Furthermore, any instance of retail overcharging will legally obligate the manufacturer to return the surplus financial amounts directly to the government with cumulative interest penalties under the Essential Commodities Act, 1955.
