Riyadh, June 27: The Saudi Arabian government has implemented strict regulations on passengers carrying cash, gold, precious metals, and jewelry when traveling to and from the Kingdom. Formulated under anti-money laundering frameworks, the new executive rules have reduced the threshold for declarable assets.

As per the updated directive, passengers carrying cash, gold, or precious jewelry valued at 40,000 Saudi Riyals (SAR) or more must officially declare it to customs authorities through a written declaration form. Previously, the declaration limit was capped at 60,000 SAR.

To authenticate the value of the declared belongings, travelers must produce original purchase receipts and invoices during inspection. If customs officers evaluate that the items are intended for commercial trade, procedures under the Unified Customs Law will be initiated. The Saudi Zakat, Tax and Customs Authority (ZATCA) is now authorized to detain undeclared or suspicious assets for up to 72 hours, confiscate goods, and impose financial penalties.

First-time offenders will face a financial penalty ranging from 10% to 25% of the total value of the seized items. For repeated violations, the penalty scale escalates up to 50% of the asset value.
